Now reading chapter 6 of this book, it seems that it was dictated in 1995.

Some parts give the clues:

" The first two waves will take place within five years "

" ...the plan is for mankind to be safely ascended by the end of the century..."

Therefore, not a recent work as I have thought, nonetheless an
important work and another confirmation of Ascension plan.

For those willing a recent confirmation that the Ascension plan
remains the same, Three Waves of Ascension, Ascension Assisted on
the Ships, as described in the Crystal Stair, the best indication is
Master Messages by Saint Germain and Operation Terra.
